Demographics
Race. The 3rd Judicial District includes Lincoln and Union Parishes. All of the following figures represent the totals for both parishes. Whites made up 62 percent and African Americans 34 percent of the population in 2006. The remaining portions of the district are divided between Hispanics or Latinos, 2 percent, American Indians, 0.3 percent, Asians, 1 percent, and those who identified as two or more races, 1 percent.Education. . 76 percent of District 3 residents aged 25 years or more had graduated from high school in the year 2000. This is slightly more than the state average of 75 percent, but four percent less than the national average of 80 percent.Bachelor's Degree. 22 percent of residents in the 3rd District aged 25 years or more held a bachelor’s degree in the year 2000, compared with 19 percent statewide and 24 percent nationwide.Income. The per capita and household income averages for the 3rd District were $14,566 and $29,852 respectively, less than both the state and national averages. Poverty. 21 percent of residents in the 3rd District lived below the poverty line in 2004, more than both the state average of 19 percent and the national average of 13 percent.Additional Demographic Information. While Louisiana’s population as a whole decreased by 4 percent between the years of 2000 and 2006, the population of the 3rd District decreased by 0.4 percent. 3.85 percent of 3rd District residents spoke a language other than English at home and 1.65% of the same population was born in another country in 2000. As of 2000, The 3rd District was mostly rural, with an average of 8 people per square mile.
