Race. The 25th Judicial District consists of Plaquemines Parish. In 2006, non-Hispanic whites made up 70 percent of the area population and African Americans made up 22 percent of the population. American Indians made up 2 percent, Asians, 3 percent, two or more races 1 percent, and residents of Hispanic or Latino origin made up 3 percent of the population.

 

Education. 69 percent of area residents aged 25 years or higher had graduated from high school in 2000, compared with 75 percent across the state and 80 percent across the U.S.

 

Bachelor’s Degree. 11 percent of area residents aged 25 years or higher held a bachelor’s degree in 2000, compared to the statewide average of 19 percent and the nationwide average of 24 percent.

 

Income. In 1999, the area per capita income was $15,937, less than the state per capita income of $16,912, and the national per capita income of $21,587. In 2004, the household income was higher than the state average of $35,216, averaging $39,603.


Poverty. The percentage of area residents living below the poverty line in 2004 was 16 percent, lower than the statewide average of 19 percent but higher than the national average of 13 percent.

Additional Demographic Information. 8 percent of area residents spoke a language other than English at home. The area faced a 16 percent decline in population between 2000 and 2006.
